(a) Applicability. This section applies to all employees in the classified service who are not represented by a certified employee organization.
(b) Hired as minimum pay for the grade. Except as otherwise provided in this subsection, an employee shall be hired at the minimum pay for the grade. The appointing authority may make initial appointments:
(1) with the approval of the Personnel Officer, at a pay rate not exceeding 15% more than the minimum pay for the grade;
(2) with the approval of the Personnel Officer and the Chief Administrative Officer:
(i) at a pay rate exceeding 15% more than the minimum pay for the grade but not exceeding 35% more than the minimum pay for the grade; or
(ii) at a pay rate not lower than 10% less than the minimum pay for the grade; or
(3) with the approval of the Personnel Officer, the Chief Administrative Officer, and the County Executive at a pay rate exceeding 35% more than the minimum pay for the grade but not more than the maximum of the pay for the grade.
(c) Retention after probationary period. For an employee appointed under subsection (b)(2)(ii), if the employee is retained at the conclusion of the probationary period, the appointing authority shall increase the pay of the employee to at least the minimum pay for the grade.
