The Personnel Officer annually shall prepare a proposed budget for the System and submit it to the Board for its review and approval. The Personnel Officer shall include in the proposed budget submitted to the Board all anticipated expenses of the System, including supplies and equipment and the costs of County and other personnel providing services to the System.
