§ 5-2-108. Board of Trustees – Management of system.
   (a)   Board responsibility. The Board is responsible for the management and proper operation of the System. The Board has the power to do all acts that it considers necessary and to exercise any and all powers under this article with respect to the management of the System, including the power to advise the Personnel Officer with respect to the performance of the Personnel Officer's duties and to review and comment on any proposed ordinance to modify any provision of this article.
   (b)   Administrative duties. Except for those duties assigned to the Controller under this title or other law, the Personnel Officer shall carry out the administrative duties of the System.
