The several series of notes shall be executed on behalf of the County by the manual or facsimile signature of the County Executive and the seal of the County or facsimile of the seal shall be imprinted on the notes, attested by the manual or facsimile signature of the Chief of Staff to the County Executive. Each note shall be authenticated by the manual or facsimile signature of the Chief Administrative Officer or the authorized deputy. In addition, the County Executive may provide for authentication of the notes by any bank or trust company appointed to act as note registrar. A note is not valid for any purpose nor does it constitute an obligation of the County unless so authenticated.
