§ 4-7-403. Financing waterways improvement projects.
   (a)   Loan from State. To provide funds for a waterways improvement district project, the County may accept a loan made by the State through the Waterway Improvement Fund to cover the estimated costs and the costs actually incurred in the implementation of the project.
   (b)   No loan from State. If the State is prohibited, by law, or otherwise determines not to provide a loan to the County for a waterways improvement project, the district council may establish a district-wide account for the purpose of collecting funds to cover the estimated and actual cost incurred in the implementation of the project.
