(a) Composition.The members of the Council shall be appointed in accordance with the State Government Article, § 9-1A-31, of the State Code, except that the seven residents of communities in immediate proximity to the facility and the four representatives of businesses or institutions located in immediate proximity to the facility shall be chosen from a list of such residents presented to the County Executive by the County Council.
(b) Time of appointment. The members of the Video Lottery Facility Local Development Council for Anne Arundel County shall be appointed within 30 days after issuance of a video lottery facility license in Anne Arundel County by the Video Lottery Facility Location Commission.
