(a) Generally. Among its powers and duties, the Commission shall develop a scenic and historic roads program, and recommend to the County Executive and the County Council:
(1) the designation of certain County roads as scenic or historic roads;
(2) amendments to this Code, including zoning and subdivision provisions, to promote the preservation of scenic and historic roads; and
(3) changes to the General Development Plan, the Comprehensive Transportation Plan, the Design Manual, and other County plans and procedures that impact scenic and historic roads.
(b) Consultation. The Commission shall consult with the Office of Planning and Zoning and the Department of Public Works in developing a scenic and historic roads program and in making its recommendations.
