(a) Established. There is a Scenic and Historic Roads Commission.
(b) Composition. The Commission consists of 17 members, of the 17 members:
(1) two shall be from each councilmanic district; and
(2) three shall be members of the Anne Arundel Trade Council.
(c) Chair and Vice Chair. The Chair and Vice Chair shall be elected by the members of the Commission.
(d) Meetings; quorum.
(1) The Commission shall meet at the call of the Chair or at the request of nine members, as frequently as required to perform its duties, but no less than four times a year.
(2) A quorum consists of a majority of the Commission members. An affirmative vote of a majority of those present at any meeting at which there is a quorum shall be sufficient for any action of the Commission.
(e) Technical advice and staff support. The Commission shall receive technical advice and staff support from the Office of Planning and Zoning and the Department of Public Works.
