§ 3-8-216. Contracts for construction, services, and the like.
   (a)   Adoption of rules and regulations. The Authority may make rules and regulations for the submission of bids and the construction, equipping, furnishing, and improvement of any project or portion of a project.
   (b)   Competitive bidding. If any project, any portion of a project, or any improvement of a project is constructed, equipped, or furnished under a contract and the estimated cost exceeds $25,000, the Authority shall award the contract on the basis of a competitive bidding process, except for emergency purchasers, professional services, and contracts involving material and equipment of a non-competitive nature as may be defined and governed by the regulations adopted by the Authority.
   (c)   Non-discrimination. All construction contracts shall contain provisions obligating the contractor not to discriminate in any manner against any employee or applicant for employment because of race, creed, color, or national origin and obligating the contractor to include a similar clause in all subcontracts, except subcontracts for standard commercial supplies or raw materials. In addition, the contractor and subcontractor shall agree to post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of the non-discrimination clause.
