(a) Appointment. The members of the Authority shall appoint an Executive Director who shall be responsible to and serve at the pleasure of the members.
(b) Qualifications. The Executive Director shall be of good character, integrity, and business experience.
(c) Financial interest prohibited. Neither the Executive Director nor the Executive Director's grandfather, grandmother, father, mother, son, daughter, stepson, stepdaughter, grandson, granddaughter, brother, sister, niece, or nephew, or the spouse of any of them may have a financial interest in any project with respect to which the Authority has jurisdiction or any power or authorization to act.
(d) Compensation. The Executive Director shall receive compensation as may be fixed by the Authority from time to time.
(e) Additional duties. In addition to other duties as may be imposed by the Authority, the Executive Director is responsible for the daily operations of the Authority and the appointment of all employees, determination of their duties and conditions of employment, and fixing their compensation, consistent with the bylaws, policies, and procedures adopted by the Authority.
