(a) Generally. Of the voting members, three shall be appointed for initial terms of three years, three shall be appointed for initial terms of two years, and three shall be appointed for initial terms of one year. After the expiration of the initial terms, all terms shall be for three-year terms. Ex officio members shall serve at the pleasure of the County Executive.
(b) Expiration. A member whose term has expired holds over until a successor is appointed.
(c) Vacancies. The County Executive shall fill a vacancy for the remainder of an unexpired term of a member.
