A person may not:
(1) knowingly or willfully circulate, publish, or exhibit any false statement or representation concerning the contents, purport, or effect of a petition for the purpose of obtaining a signature to the petition or of persuading a person to sign it;
(2) refer to the Board a petition to which is attached, appended, or subscribed a signature which the person knows to be false, fraudulent, or not the genuine signature of the person purporting to sign the petition or the person whose name is attached, appended, or subscribed in the petition;
(3) make a false affidavit on a petition;
(4) give, pay, or receive money or other valuable consideration or inducement for signing a petition or for securing a signature on a petition;
(5) circulate or cause to circulate a petition, knowing it contains false, forged, or fictitious names or signatures;
(6) knowingly sign a petition more than once; or
(7) sign a petition knowing that the signator lacks the requisite qualifications.
