§ 3-2-109. Certification by County Council.
   (a)   Invalid petition. On receipt of a report from the Board that a petition is invalid and does not comply with this title and with other applicable laws and authority, the County Council shall note the report among its minutes and the question may not be certified to the Board.
   (b)   Valid petition. On receipt of a report from the Board that a petition is valid, the County Council shall:
      (1)   certify the question to the Board under the Election Law Article, § 7-103, of the State Code; and
      (2)   specify the form in which the question shall appear on the ballot under the Election Law Article, § 7-103, of the State Code.
