(a) Generally. At the time of filing a petition with the Board, the person who files the petition shall submit with it a statement, certified by the person filing the petition, listing:
(1) the name and post office address of each person who made a contribution to the expense of the petition and the amount of the contribution; and
(2) the name and post office address of each person to whom and for what service an expenditure was paid or promised on account of the petition or which is to be paid.
(b) Certified statement required. If the certified statement is not filed with the petition, the Board may not accept the petition.
(c) Proceeding to test validity of a petition; party. At a proceeding to test the validity of a petition, the person certifying the statement required in this section shall be a party. The proceeding shall be filed in the Circuit Court of the County.
(d) Compliance with State law. If a person is required by State law to file reports of contributions and expenditures, compliance with those requirements shall constitute compliance with this section.
