(A) The village currently provides collection and disposal service for refuse which can be contained in bags or cans.
(B) Residential properties may not contract privately for services to remove refuse in bags or cans as long as the village provides this service.
(C) This shall not prohibit the producer of refuse from personally conveying and disposing of refuse provided the conveyance and disposal is in accordance with this subchapter.
