§ 93.35 DEBRIS; SNOW.
   (A)   It shall be unlawful for any person to place or permit debris, or a significant amount of snow removed from any sidewalk, driveway or parking lot, into or upon the traveled portion (including vehicle parking areas) of any street or alley or within five feet of any fire hydrant, except as authorized in advance and in writing by the Clerk-Treasurer or Marshal or a designee of one of those two persons.
   (B)   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      SIGNIFICANT. Enough to create either an obstacle or impediment to traffic upon the street or slick surface on the street or alley materially increasing the risk of injury and/or accident to persons or property.
