Notwithstanding any provision to the contrary herein contained, it is expressly ordained that the zoning regulations of the City of Anaheim covering the animal control, welfare and/or number, type, health and possession of animals shall be superior, and in the event of conflict with any of the provisions of this Chapter, the zoning regulations shall control over the provisions of this Chapter.
