It shall be unlawful for any person, firm or corporation to move from any point outside the City limits, or from any point within the City limits of the City of Anaheim, any house, building or structure of any kind or description onto any property or lot within the City limits of the City of Anaheim, without first having obtained from the City Council of the City of Anaheim a special permit so to do.
