The Council shall, by resolution, establish rules and regulations for the installation charges to be collected by the Public Utilities Department for electric service to be connected to the distribution system of the City and establish rules and regulations for the installation charges for water installations, and the Council shall, by resolution, establish the rates to be charged by the Public Utilities Department for electricity and water furnished to consumers and for all services rendered in connection therewith including standby charges.
