The Council is authorized and empowered to sell and distribute any surplus or excess electricity or water outside the corporate limits of the City, in such amounts and by such means and at such rates as the Council may deem proper for the best interests of the City; provided that the rates to be charged for such services shall be fixed by resolution of the Council, and provided, further, that all such installations and services shall in all other respects be governed by the provisions of this chapter and by the Rates, Rules and Regulations of the Public Utilities Department.
