The City reserves the right at any time to shut off the electric or water service for the purpose of making extensions or repairs or for other purposes. The City may discontinue water or electric service to any premises which is being used in violation of any ordinance of the City or of any law of the State of California or of the United States and shall not be required to re-establish the service until the unlawful use ceases and the fee for reconnection has been paid.
