All bills for electricity and water furnished by the City shall be payable at the office of Collections of the Finance Department or such other payment sites as may be designated by the City. Payments shall be made by U.S. Mail, personal delivery or courier service, or by such telephonic, electronic, or other means as may be expressly provided or approved by the City.
