10.16.030 ENFORCEMENT.
   The General Manager is hereby directed to enforce the provisions of this chapter and the rates, rules and regulations of the Public Utilities Department. The General Manager is hereby authorized to delegate any of his or her powers under this chapter, with the sole exception of the power to adopt and promulgate rules and regulations, which power may not be delegated.
