No permit shall be granted for the erection or maintenance of an advertising structure or sign device upon or above the roof of any building located in such proximity to a high voltage wire that damage or injury might be sustained by reason of such advertising structure or sign device coming in contact with any such wires. It shall be unlawful for any person, firm or corporation, except as a public employee or officer in the performance of a public duty, or a private person in giving legal notice, to paste, post, print, paint, nail, tack or otherwise fasten any card, banner, handbill, sign, poster, advertisement, advertising structure, sign device or notice of any kind upon the property of another without the consent of the owner or person entitled to possession of the property.
