4.04.020 "OUTDOOR ADVERTISING" DEFINED.
   The term "outdoor advertising" as used in this chapter is hereby defined to be advertising on any board, fence, sign device or structure or building or the placing thereon of any poster, bill, printing, painting, device or any advertising matter of any kind whatsoever, and the pasting, posting, printing, painting, nailing or tacking or otherwise fastening of any handbill, card, banner, sign, poster, advertisement or notice of any kind upon any property or place, but shall not be held to include any signs or notices posted or displayed by any public officer in performance of a public duty or a private person in giving a legal notice.
