1.08.080 SPECIAL FUND FOR CAPITAL OUTLAYS — TRANSFERS TO FUND.
   The City Council may transfer to such fund any unencumbered surplus funds remaining on hand in the City at the end of any fiscal year. (Ord. 652 § 4; May 19, 1942.)
