The City Council may appoint one or more emeritus members to the Library Board of the City established pursuant to Charter Section 908. Any such emeritus member shall serve in such capacity at the pleasure of the City Council and shall have all rights and privileges of members of the Library Board appointed pursuant to Charter Section 908 except that such emeritus member shall have no voting rights at meetings of the Library Board and shall not be counted for purposes of determining a quorum for purposes of such meetings.
