Notwithstanding the above, all current users of private water supplies who otherwise would be required to comply with the mandates of §§ 51.36 and 51.37, who use the private water supply solely and exclusively for the provision of irrigation or water of crops or other commercial vegetation, shall be allowed to continue said use of a private water supply provided they give notice of said limited use to the City and certify that they will not use said private water supply for any other purpose.
