Every owner of a building, dwelling, or other structure on a lot or parcel which either adjoins the right-of-way where a City water line is located or is within 200 feet of a right-a-way where a water line is located shall connect to said water line consistent with the requirements contained in City ordinances and codes and may not use a private water supply for the provision of water service to the building, dwelling, or other structure.
