The Board or Sheriff may, by order, establish licensing outlets at any business within the territorial limits of the County for the purpose of selling dog licenses. The Board may promulgate rules for the administration of such a program. Any business participating in the program shall be entitled to retain an amount from the fee received for each license issued by the outlet to cover administrative costs. The amount that may be retained by a business participating in the program shall be established by Board order.
