§ 71.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to this code of ordinances or in accordance with state law.
   (B)   A violation of § 71.02 shall be a Class D traffic violation or in accordance with state law.
