(a) No person shall operate a snowmobile, mini-bike, go-kart, scrambler, trail-bike or all-terrain vehicle in an improper or unsafe manner. Improper or unsafe operation means the operation of any of the aforesaid vehicles in a manner so as to physically endanger the operator, or as to jeopardize the peace, health, quiet, welfare or safety of any resident of the City.
(b) Whenever there is filed with the Chief of Police a written complaint by any resident of the vicinity, alleging that the operation of any of the aforesaid vehicles is in an improper or unsafe manner, the Chief shall forthwith make inquiry into the complaint and cause the arrest of any violator of any provision of this section. (c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
