No person shall:
(a) Cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person, to be parked in contravention of the regulations described in this chapter.
(b) Deface, injure, tamper with, destroy or impair the legibility or physical integrity of any marking, sign, curbing, parking bumpers or other device installed under the provisions of this chapter whether such devices are of a permanent or temporary nature.
