351.17 SPACES TO BE MARKED; LOADING AND UNLOADING ZONES.
   (a)   The Director of Public Safety or his authorized representative shall have signs posted and/or appropriate lines or markings painted upon the curb or street designating parking spaces within the congested area of the City and elsewhere as deemed necessary. It shall be unlawful for any person to park any vehicle across or without any such line or marking or to park a vehicle in such position that it shall not be entirely within the space designated by such lines or marks.
   (b)   Similarly, spaces where parking is restricted or not allowed shall be marked appropriately in the congested area and throughout the City as deemed necessary. It shall be unlawful for any person to park a vehicle in or across any such markings in such a position that it shall not be entirely within the space designated by such lines or marks.
   (c)   The Director or his authorized representative may provide, by appropriate markings or lines, loading zones on such streets or parts thereof, which may be used by commercial vehicles for the purpose only of loading or unloading merchandise or materials. No vehicle shall occupy such loading zone for a period in excess of thirty minutes unless such loading zone has been granted for exclusive use of commercial vehicles under Section 351.15.
