If a facilities operator must construct, reconstruct, alter, repair, remove or replace any culvert, sidewalk or driveway in any public street or road right-of-way, then the facilities operator shall obtain the required permit pursuant Chapter 909 of the Codified Ordinances. The right-of-way shall be restored as near as possible to the condition it was in prior to such reconstruction, alteration, removal or replacement.
