(a) The various appointing authorities of the City shall take such action when considering any applicants for employment or appointment to the service of the City to seek the best qualified individual without regard to race, creed, religion, sex or national origin.
(b) The Mayor is hereby directed to prepare an affirmative action program for the City which shall include as an essential component thereof an outreach program which shall make known through media contacts the availability of hiring opportunities in the service of the City.
(c) So far as possible, the Mayor or any appointing authority shall have within departmental files evidence that employment opportunities, especially at administrative or executive levels, shall have been made known through recognized channels of contact with qualified potential minority applicants. This is not intended to preclude the necessity on certain occasions for emergency hiring under justifiable conditions.
(d) It shall be the intent and purpose that hiring practices shall be guided by nondiscriminatory hiring procedures and public notice shall at every reasonable
opportunity be given of such policy.
(e) To whatever extent this announced policy deserves further consideration, the Amherst Civil Service Commission is hereby directed to review its operating procedures and effect such changes in present procedures as shall be responsive hereto.
