(a) All applications properly received by the Building Department shall, within seven days of receipt of application, be forwarded to the Director of Public Safety and Service and the Police Chief for their recommendations.
(b) The Director of Public Safety and Service and the Police Chief shall determine that the following prerequisites to the issuance of a license have been established:
(1) No owner or operator has been convicted within the previous five (5) years of a felony, a misdemeanor involving minors, or a misdemeanor involving gambling activity; and
(2) A license issued to the applicant has not been revoked or forfeited within the previous five (5) years.
(c) The Director of Public Safety and Service and the Police Chief shall endorse on each application their recommendations with reasons for any recommendation that the application not be approved and return the same to the Building Department within thirty (30) days of receiving the application. Within fourteen (14) days of the Building Department's receipt of the recommendations of the Director of Public Safety and Service and the Police Chief, the Building Inspector, consistent with the recommendation of the Director of Public Safety and Service and the Police Chief, shall either approve or deny the license.
