All hourly-rated and salaried full-time employees of the City except all part-time employees, including but not restricted to part-time police, fire, cemetery and meter reader employees, shall be paid an eight hour no-work holiday for the following holidays which cannot be substituted by other holidays or by ordinary work days:

However, if one of the above designated holidays falls on a Saturday, it shall be observed on the previous Friday; and if it falls on a Sunday the Monday following will be observed.
If a holiday falls on an employee's regular day off, a day will be given to compensate. Further, if it is necessary for an hourly-rated employee to work on the above designated holidays he shall be paid the regular pay of standard rate times the hours worked plus holiday pay.
If a salaried employee works overtime or on holidays, equivalent pay or time off shall be given as arranged between the respective department heads and the Director of Public Safety and/or the Director of Public Service.
