(a) The Mayor is hereby authorized to appoint a member to the Lorain County Combined Board of Health to represent the Amherst City and Oberlin City areas.
(b) Such members shall serve for a period of four years commencing March 1, 1980 and ending on the last day of February 1984, and thereafter for each succeeding four year term, the appointment of such members shall be alternated between the City of Amherst and the City of Oberlin.
