(a) The Amherst Community Memorial Committee is hereby created for the purpose of encouraging citizens to participate in community parks and memorials.
(b) The Committee shall not exceed six members who are to be appointed by the Mayor with the approval of Council.
(c) The Committee is to submit its budget of expenses and operation to Council for approval and payment.
