Any vacancy in the Civil Service Commission shall be filled by the appointing authority for the unexpired term. The appointing authority may, at any time, remove any of the members of such Commission from office for misconduct, neglect of duty or for malfeasance in office. Any such member shall first be given an opportunity to be publicly heard, in person or by counsel, in his own defense.
