149.04 CHAIN OF COMMAND.
   The Division of Municipal Utilities personnel shall be aligned by department and the chain of command set as follows:
   Director of Public Service - Determined by State statutes.
Superintendent - The Superintendent shall be responsible for all direct line management functions of the Division of Municipal Utilities. All personnel shall be under his supervision and shall report directly to him. The Superintendent shall report directly to the Service Director. The Superintendent shall insure the functioning of the various departments currently and for future use. All related material to a department within the Division shall be directed to the Superintendent.
Assistant Superintendent - The Assistant Superintendent shall perform such duties as determined by the Superintendent. In the absence of the Superintendent the Assistant shall assume his duties. The Assistant shall coordinate the material and supplies of the departments within the Division. All purchase requests for the Division shall originate from the departments through the Assistants to the Service Director. He shall also be responsible for line functions.
