The Division of Municipal Utilities shall be under the general supervision of the Director of Public Service as specified by State statutes. The line management and daily functions of the Division shall be under the direct supervision of the Superintendent and in his absence his functions shall be assumed by the Assistant Superintendent. The Superintendent shall receive directions from the Service Director and shall assign such duties to the appropriate departments. The foreman of the Division of Municipal Utilities shall report directly to the Superintendent.
