(a) There is hereby established a fund to be known as the Utilities Office Fund of the City of Amherst, Ohio under the provisions of Ohio R.C. 5705.12, which fund shall be designated and separately set aside by the Auditor of the City of Amherst, Ohio on the books and records of the City.
(b) The monies to be allocated and appropriated to such fund and the accounts created within such fund shall be established from time to time by the annual appropriations measure as enacted by Council.
