(a) City employees, vendors, citizens, experts, and elected officials may frequently be asked for input, advice and ideas. They may attend meetings and the Board may request their attendance at meetings. However, they may not vote on any formal actions of the Board.
(b) The chairperson may invite other non-members of the Board to participate in discussion when their special knowledge or expertise may add to the work of the Board. The participation and contributions to any work product of the Board shall be appropriately noted in the minutes of the Board and any documents or presentations developed for or on behalf of the Board.
