(a) The Board shall consist of the following:
(b) A chairman appointed by the president of the City Council who may also serve as the chairperson of the Technology Committee of City Council.
(c) A vice chairperson selected by the Board subject to the advice and consent of the City Council.
(d) No more than seven (7) Amherst residents having no direct financial or business relationship with the City of Amherst. Specifically, the members shall not be City employees, City elected officials, current vendors, or vendors who have bid on any City contract within the past twelve months. The Board members must possess technological skills and knowledge consistent with the mission of the Board and experience in one or more Board related functional arenas. These functional areas include:
(1) Computer networking technology;
(2) Computer software development;
(3) Computer hardware;
(4) Other electronic information technology;
(5) Internet operations;
(6) Cable television systems, technology and management.
(e) These members shall be appointed by the President of Council from a list of prospective members prepared by the chairperson of the Board. The chairperson of the Board is responsible for insuring that all functional areas have appropriate representation within the membership.
(f) The term of appointment of a Board member shall be two (2) years. Board members are not limited in the number of two-year appointments that they may serve.
