At the discretion of the Director, the Department may provide services to individuals residing in areas outside of the City of Amherst and not under contract with the City if the Director determines that:
(a) The individuals in question would otherwise qualify for the services;
(b) Providing the requested services is both reasonable and feasible; and
(c) The individual agrees to pay all real and actual costs associated with the services plus a fifteen percent (15%) administrative fee.
