The Department may agree to provide services to persons living in other political subdivisions if the following conditions are met:
(a) The Board has provided to Council a written recommendation that a contract between the City of Amherst and the other political subdivision will not disrupt or dilute the quantity or quality of services to the citizens of Amherst;
(b) The contract provides for the payment to the City of Amherst of all costs of the requested services as well as an appropriate portion of the administrative and general operating expenses of the Department;
(c) The Law Director has reviewed and approved all documents binding the City or the Department to provide services to the citizens of the requesting political subdivision;
(d) City Council has adopted an ordinance approving the contract(s) between the City and the contracting political subdivision and, through such ordinance, authorized the Director of Public Safety and Service to sign such contract(s) on behalf of the City and the Department.
