172.04 DUTIES AND RESPONSIBILITIES OF BOARD OF ADVISORS.
   (a)   The Board shall be responsible for recruiting, interviewing and appointing, subject to the advice and consent of City Council, an individual to serve as the Director of the Department and an individual to serve as the Client Services Manager of the Department.
   (b)   The Board shall provide the Director with guidance, advice and input on programs and services to be offered and operated by the Department.
   (c)   The Board shall develop and conduct a quality assurance program and protocol to insure that all programs and services are conducted in an appropriate and professional manner and to serve as a review and arbitration panel for complaints filed by recipients of services offered by the Department.
   (d)   The Board shall develop and submit to the Mayor, the City Auditor and the City Council, an annual operating and revenue budget for the Department.
   (e)   The Board shall assist the staff of the Department in conducting a vigorous public awareness campaign designed to advise residents of the programs and services offered by the Department and to aid in the recruitment of volunteers to work with staff on programs and services of the Department.
   (f)   Within one (1) year of the effective date of the initial appointments to the Board, the Board shall develop and submit to City Council and the Mayor bylaws and regulations for the conduct of the affairs of the Board and the Department, which bylaws and regulations may not conflict with any provision of this chapter. Prior to taking effect, the bylaws and regulations must be approved by City Council. All amendments to such bylaws and regulations must be approved by City Council before they shall take effect.
