172.03 BOARD OF ADVISORS; COMPOSITION; APPOINTMENT; TERM OF OFFICE.
   (a)   The Department shall be governed by a Board of Advisors (the “Board”).
   (b)   The Board shall consist of five (5) members, each of whom shall be residents and electors of the City.

   (c)   One member of the Board shall be appointed by the Mayor of the City of Amherst, one member shall be appointed by the President of the Amherst City Council, and three members (the “at-large members”) shall be appointed by the current members of the Board with the advice and consent of City Council. However, the initial at-large members shall be appointed by the Board of the Sandstone Office on Aging with the advice and consent of City Council.
   (d)   Each member of the Board shall serve for a term of three (3) years, except that the initial at-large members shall be appointed for staggered terms of one year, two (2) years and three (3) years.
   (e)   A vacancy occurring during the term of any member of the Board shall be filled for the unexpired term in the manner provided by division (c) of this section.
   (f)   The members of the Board shall serve without compensation.
   (g)   Each political subdivision being served under contract by the Department shall be afforded the opportunity to designate an individual elector of that political subdivision to serve as a liaison to, and non-voting member of the Board.
